1- You are eligible to apply to any course related to your domain, for example if you have done 1 year software engineering you can apply for IT, CS kind of courses, of course you won't be able to get admission in Medical field after doing software engineering here. 2- Yes, Half Germany, Half English means there will be some courses in German and some in English.

Apply In universities that doesn't charge fee. But you should give IELTS and then apply for unis from Uni assist and etc
