As a bassist I think the direction is perfectly clear. He doesn't say no one cares what bassists play. He says make it groove instead of trying to focus too much staying in the key because at the end of the day it's the groove that matters "but" depending on the context. Plus this is not the full version of this. At some point during this he says there are some contexts where you should stay in the key because that's what's important. So these reels sometimes can be misleading.

I don't think he realizes he's talking about something very rudimentary when it comes to basic, first semester music theory. He's saying we learn pitch, but we need to learn context. We definitely learn context in music school, like from the very beginning. It's called harmony. Melody is just a bunch of single notes (pitches) arranged logically, usually based on Harmony, or chord changes. Harmony is more than one note, arranged together in a logical way, generally following simple western 7 note scale structure, with the V-I chord change being sort of the center piece of everything. You can learn all about tension and release just by learning the major and minor scales, leading tones, the chords of those scales, and how the intervals in those scales and the chords all relate to each other. When you play a note outside of these basic guidelines (rules), then you're playing a passing tone, which is a note that causes tension and pulls you to the next logical note. If it's not a passing tone or part of the chord (3 notes - triad), then it's called a chord extension. There you go! That's basically music theory, both classical and jazz. Look up all those key terms and you'll know more.
