This is because as the temperature of water decreases to 4°C, volume decreases and density increases. Hence, it sinks to the bottom. This continues till the entire water body has a temperature of 4°C. As the temperature of the layer of water on the surface decreases to 0°C, becomes ice. As ice is a bad conductor of heat, water below the ice stays at 4°C. Hence, the aquatic animals can survive.

I had the same doubt. But my physics sir told me that since below 4 °C water starts to expand, the below layer too will not sink and the freezing will happen at very slow rate (ice is a bad conductor)... Till then the summer will come and booyaah... All the fish are still alive.
