The actual chief was out of town, but (per DOJ report) did direct the acting chief to establish a command post. A unified command prevents confusion, coordinates resources in a timely manner, makes sure medical resources are responding, hospitals are on standby for the victims, etc. The first establishment of a command post was the following day by the county sheriff. Edit >> the School's Chief was technically in charge of the scene as the incident occured on school property despite him saying he was not. He was on the opposite end of the building to where responders were staging. It is well known whichever agency "owns the turf", that agency is incharge until relieved by a higher agency.

Here in Florida, all schools are required to have armed personnel, also teachers and staff are allowed to carry,
