Because according to article 4 ,the change or alteration in the boundaries of the states within the territory of India will not be considered constitutional Amendment under article 368. Because it doesn't need a special majority.It only needs a simple ordinary majority .And as of option B.the president do refer to the legislature of the states concerned but their views are not binding on the parliament.
