@@tushar4652 it comes under special majority for states. First state concerned needs to pass it by special majority then in parliament only simple majority is required so basically it is a two step process where both the majorities are used but at different levels.
@@aayushisingh4459 he said it comes under simple maj.. but i said that special maj with ratification by the states which is used to change the L.council of the states but they r saying simple maj is needed.. I didn't get ur point actually😅..thats y im confused..to change the L.C os state which maj is needed?
