- This is my tier list on all non colonial formable nations in the game Europa Universalis, rating their claims, missions, ideas, and unique government types compared to other nations. I factor, mission trees, ideas, expansion routes, variety in campaigns, and overall the different things you can do with that formable nation.

the Netherlands has one thing I really like and that is how satisfying it is to form them. Playing a PU subject from Burgundy or a independent Dutch minor is really fun IMO (probably a bit biased cuz I’m Dutch but still).

One nation I disagree with, Bavaria should be S tier. They get a restoration of the union on both Brandenburg and Austria in their mission tree as well as dope permanent bonuses and claims around almost all the land you need to form Germany
Agreed My friend. I had a successful playthrough forming Bavaria then Germany. It was fun. I used forced vassalizing on a massive scale to reduce AE which is hard within the HRE unless you are buddies with Austria.
Meanwhile Franconia gets a restoration of union cb on Brandenburg and France but is completely forgotten.

I think you should have had SS tiers. Prussia, Mughals, Golden horde, Manchuria and Yuan are in their own league. They are Absolutely broken

Honestly, I ended up enjoying my Swabia run very much. I'd say that they deserve B tier at least, since their missions basically have you reconquering Italy, pulling a Dracula's revenge as a german culture, and a great flavor mission when you free the swabian lands that usually lets you annex and full core your other swabian allies, giving you a very nice one time expansion without needing to vassalize. There's a lot to do, and a hard and engaging early expansion stage, so I'd say it's on par with a Hanover run, personally. But, still, it's your ranking chart and I respect that. Thanks for giving me some new game recommendations!

Also since like half of swabia is free cities, this is a great way to get those high dev provinces early, without having to fight the emperor multiple times and without getting murdered by AE
In my run as Mulhouse I got all the Swabian Free Cities that way in like the early 1500s

The only good thing about greece is you can get the its all greek to me achievement which is annoying to do cause you need a province in central africa

I love playing Mughals. I know people say they’re no fun because they’re op, but I feel like assimilating cultures (mitigating rebellions) allows me to concentrate more on the fun stuff (expanding) and admin efficiency / core cost reduction bonuses allow me to expand without worrying about mana or managing many vassals. Playing Mughals spoiled me for that last reason alone, and I don’t like playing countries without either of those bonuses now as a result. After watching this, I’m thinking a Lotharingia campaign would be fun.

I'd slot Hanover into A tier due to it getting a restoration of union CB over Great Britain from its missions. Mission tree is short, with few permanent modifiers but an Imperial Hanover is one of my recent favorite games.

Edit: I've just found out Paradox is working on some changes to zoroastrianism, so maybe zoro Persia will be an interesting and unique choice now.
Persia is easiest to form as QQ on normal, as I don't believe Timurids can even form it. If you go above normal, timmy won't collapse naturally and you'll have to ally Delhi + Uzbek/Chagatai and use mountain forts to kill him. Otherwise, ally Transoxiana/Afghan and kill the rest, then betray and kill whoever you allied when the rest are gone. If you don't want to start as Shia, Ajam is the next best. Once formed, Persia has a very good trade node as well as goods produced in its ideas, making conquering india very profitable. The land is subpar for developing renaissance and colonialism, but it's worth doing anyways as having 2-3 mil techs above India will make the game a breeze. If the Ottomans become a problem and/or you want to conquer Anatolia, ally the Mamluks ASAP and abuse mountains to win battles and eventually exhaust them. Once you win a war or two and get closer to Europe, usually Hungary, Austria or Poland will flip friendly and you can force Ottomans into a two-front war, which will be a piece of cake.

About Arabia, i tell you 100% accurate that it does not remove anymore the mamlukian government form. I played it and formed Arabia and still the same OP government.

Germany actually gives +10% admin efficiency. 5 from ideas and 5 from the missions. And when you form Germany via Prussia you get another five from the Prussian missions.
If you can form Iceland early, you're in a good position to meme quite a bit :)
The reason is they're in a prime position to move capital to the New World, change religions, governing type or expand like crazy in the New World :)
Of course this is useless in SP games but I think it could be fun in MP and I'll even challenge you to do a Norway->Iceland->New World horde (or Nahuatl) MP game, I'd love to watch that :D
I'm glad to see Lotharingia on S. The campaign and achievement was so much fun to play, even when unfortunate events _just_ made it impossible to get the achievement with the initial Mary, the Lotharingian missions and events (/Burgundy) made the campaign so much fun that doing a "casual" run waiting for / forcing a new Mary later was no issue.

Habibi, I am sure that Hanover has it's own missions, in fact, It's ideas give it a restoration of union CB against GB, and also gives lots of claims and AE reduction in North Germany, I'd have to put Hanover at A tier

Swabia is pretty flavourful in that when you form it you basically integrate all the allies that you have that are of primary swabian culture. I’m yet to try it but warring together, giving them land and so on and then forming can give you tons of land free of agressive expansion.
Moreover, even if you don’t do that but just leave them alone and fulfill formation requrements by changing culture in your other conquered provinces, that’s like 12 provinces in South Germany that you get for free.
It’s not too strong and I’m yet to play it myself but sounds hella interesting and it’s not an end-game tag.
I played Ansbach, and they have decent ideas. But they are able to have a PU on Brandenburg. The franconian mission tree allows PU over Brandenburg as well. But you can PU France.
Nepal tier A is questionable. No unique mission (in India, after Dharma lol), poor claims on poor land. Spain stands in one tier with Nepal, but well, Spain offer us +1 Canon Pip(and other good ideas, morale also), very big mission tree. So Nepal is more B tier.
BTW, I hate so much, that most of German tags offers no uniqueness. Why we don't have separate ideas for Munich, Landshut and other, but Bavarian ideas? When Netherlands tags have, and Japan tags also have. Same question for Silesia, Pomerania. It's dissapointing.
i just played a hannover campaign and while its true that they dont get a whole new mission tree you do get one additional part in the tree thats unique afaik. i started with goslar

Mughals kind of gets CCR and AE, with 10% AE from missions and 35 CCR (including 10 from assimilating hindustani)
If you ever redo this list, or another with a Lot of nations you place each tier in order.. like ranking all the S tier from best to last as well
Silesia had the same reasoning by you as Tripoli and Algiers, but you put the latter in F and Silesia at D :) (Even though Silesia don't have the utility of being an interrim state, at least not to the same degree)
Greece is actually C tier because they can form Byzantium, a good nation. Now why you’d choose to form Greece instead of just starting as Byzantium is unknown, but being able to form Byzantium is pretty cool.

Ilkhanate may not be good to form _as a player,_ but if you got a Tatar horde as vassal and follow their mission tree and release them, they're another good addition to your subjects when it comes to perma claims and claims :)
Too bad no subjects can form them my descision. Because for a WC feeding land to vassals is not a problem, and is more often outright advantageous at the end of it all.

FYI the closer to the left the thing is on the tier, the higher rated it is. So mughals would be next to andalusia or something.
I honestly like Pomerania, because if you want to form Prussia, you won't have too much AE, because you're not expanding into the HRE, whereas with Brandenburg, you have to conquer Wolgast/Stettin. You also have good missions (though not unique to Wolgast/Stettin), which I would say are as good as the Brandenburgian Missions, and then I'm not sure if when you form Prussia, you get new Prussian Missions, but I like them overall.
I finished Portugal's missions, culture shifted to Moroccan, and complete theirs too. If I try to convert to Melanesian or Polynesian, no option shows up to form Viti (Fiji) or Hawaii. If I form Malaya (after culture shifting to Javanese), I do not get a new mission tree. Ideas for these? Do I have to be in Polynesian or Chinese tech groups for these?
Swabia could be A i think. Them ideas are good and missions gives permanent claims on italy and balkans that these are the just ones i remember.
Ratanpur is actually pretty good when you consider you can form the country as a tribe and become a horde. Their war focused ideas are pretty good combined with horde government.

18:39 But by forming Dalmatia, you can reform into Croatia, which will give an arguably even better idea set, and (perma) claims for all of the Balkans and Ottoman possessions in Europe :)
And, IIRC, you can also form Two Sicilies from either Croatia and Dalmatian as primary culture, or straight from Dalmatia. Expanding (perma) claims even further (into Italy, Mediterranean and the Middle East), arguably even BETTER idea set etc. :D
Edit: IIRC I guess you have to have Neapolitan (or Sicilian) culture but should be easy to shift from Dalmatian

They need to make u be able to for roman republic by conquering italy and tunis lets say. And empire can stay the same i guess. But it woud be fun to declare yourself new rome and slowly reconquer old borders. Thats one of the things that makes byz so much fun. But i woud like to do it from actual rome. So for the republic maybe have italy tunis and parts of iberia/greece to form it. With unique mission tree to conquer entire roman empire
qing also has the ccr+admin eff combo, but they only have 20% ccr instead of 25% so yuan is better
Now this is just my personal opinion but the Mayans were a blast I definitely think they need a new mission tree but the reforms the Mayans get are by far the best among the empires and they can pretty easily get the religious reforms since Texas is a common place for Portugal or Spain to enter mainland America from i consolidated all of Mexico by the time the Spaniards arrived took the religious reforms and consolidated the new world

I agree with everything except Malaya. Malaya is a really fun nation in multiplayer games since you can easily bank roll forts on all your islands, making a war against you entirely pointless.
Nepal being A tier I'm a bit sketchy about. I find them tricky to form at best and often not worth the effort.

I think some of these should be ranked based on "how easy are they for any nation to form" and "how many useful permanent mission bonuses are there?" And this should contrast to "best nations to finish on."
If you are rating the overall of ideas, missions, claims and governments, i think Germany played correctly should be SSS++. You start as Dithmarschen ( nice governement, fun early game, good ideas) then you form Prussia ( same thing) and then Germany. You can get up to 80% admin efficiency, you get claims on all Europa and get the junker stratocracy government( you are always at 100 rep tradition, with 100 absolutism and your best general become your ruler and as you have +80 military tradition, you always get a good one ).
And of course you get with permanent modifier with dithmarschen missions a +20% production + 20% in germany ideas, and if you get the op trade + quantity politic= +20% production again, you are not only rich but you also get all the bonuses of ressources productions and trading.
Litteraly one of the best run you can do as a opm, ( theodoro and ulm that are OF COURSE legendary )

oh boy radio res has a guide on culture shifting. Two sicilies is a formable nation for Naples or Sicily.

I disagree with Deecan in B tier. They have insane ideas (including a 5% AE in their traditions), alongside a full mission tree with many claims and events and very good GR. They require admin tech 20 to form, but marathas also do, and Deccan ideas are way better. Thats why many people wait to form deccan. I think they deserve at least an A tier, if not S tier
yuan is tricky because you want to form it after destroying the mandate so you can keep horde instead of becoming the awful celestial empire

Can anybody tell me, whether Paradox fixed (in the latest patches) a bug where "civilized" natives - Mesoamericans and Incans - never reform their religion (when played as AI)?
I don’t think the AI is not intended to reform their religion. Not sure tho
I think this was/is a bug, not intentional.
In the past when they mistakenly released EU4 with .pdb files, we could see the names of functions that are being used. There are 2 functions CanReformReligion (for Mesoamerican/Andean) and CanReformFromNative (for natives). While the latter function is called like every day, CanReformReligion is NEVER called. So AI never checks whether it CAN reform Religion.
And indeed it is consistent with what we observe - when natives start bordering Europeans, they reform instantly (it is free and it gives tons of bonuses, so no brainer). In normal games AI Mesoamericans would rarely fulfil prerequisites for a Reform, so everybody assumes it is AI's ineptitude. But when a player fulfils prerequisites for them and then changes nation (tag cheat or reload the game), they never manage to "press" that "Reform religion" button.It should be easy to check - playing Nahuatl + vassalize cheat + reducing doom cheat and AI will make prerequisites for Reform. Then using own_core cheat we give France/Castile/whomever core bordering AI in question and that's it.
You are wrong about swabia my friend. They recive new missions after you formed them.
How mongols can be A tier if you form them with golden horde or yuan which are S tier?
Mongol empire offers you quite a little above of what Yuan or Galden horde already have. However, ME makes you a horde once again if you lost horde at some point. Like, it still offers you some nice things but sometimes not so much

Forming Qing does not remove horde government unless you take mandate of heaven, and forming Arabia doesn't remove government type.
Which is mandatory if you have the mandate of heaven dlc or you have to remove that from the game, which ain't that easy imo. Qing > Mughals anyway.

Strongly disagree with your assessment of the Deccan Empire. Yes it's very awkward it requires admin tech 20 instead of 10 for Hindustan/Baharat but I think Deccan ideas are actually vastly superior to Hindustan/Baharat, also since it's not an end tag you can always go into Deccan, finish their missions than form Hindustan(keep Deccan ideas Imho, otherwise you would have just went straight into Hindustan as you said) and than complete Hindustan missions too. Also have to disagree about Roman Empire being B tier. Sure it takes forever to form and has no unique events, but does have other unique aspects. Firstly the unique culture and secondly the ability to hold Rome as a Catholic nation with no penalty, which is shared with Italy and the HRE but nobody else. More importantly though its national ideas are among the best in the game, though as you said come in pretty late. Still B is a bit low, definite A tier for me just for the strength of the ideas, not S due to no unique missions/events/government and of course the effort it takes to form it.
The only things I really disagree woth is Rome should be D and Franconia should be B
Franconia is extremely easy to form and have aggressive expansion reduction and despite the lack of new missions they can still Union both Brandenburg (if they exist) which can become Prussia even as a junior partner. You also can Union France which is also extremely strong, however I can see why they're c due to no unique events.
Rome on the otherhand is the most dog water, underwhelming nation in the game.
1 despite relatively decent ideas the fact that you lose your primary culture and it becomes Roman is horrendous because you lose your cultural union. Also no unique government type despite being THE ROMAN EMPIRE. That with the fact it takes a large majority of the game means thats there's really only 2 realistic candidates in my opinion to form Rome and thats England due to how small their culture group is, but why do that when you can form Great Britain. The other is Byzantium for the same reason. Playing a game as Florence->Tuscany->Italy->Rome tells me that you should only form Rome at the end of the game because of how much its gonna destroy your nation without proper preparation. While with Byzantium Pontic and Gothic cultures are so small that forming Rome benefits you with better ideas. I think that Rome needs a uff of like 2 unique governments forms depending on if your a Republic or monarchy to better show its strengths as a nation and a huge culture conversion cost to make it easier to do something that the Romans were best at, Assimilation.

I mean most of the things i can agree with, but then again you have 6 tiers. Tier C and D i dont really see the difference in stregth at all. While S tier has both ruthenia/jerusalem and Prussia/Mughals. If you make a tierlist dont put 17 things in s tier in eu4. Because every country can form anything and the thing is it is better as morocco to go to persia fast and form the mughals than to become andalusia. Break s tier up a little bit.
Other than that Bharat/Hindustan/Qing Germany/mongols and HRE are just too low. If you are prussia and you can form Germany. You do it. Always there is no real downside. So why would a player always chose an A tier over an S tier. Shouldnt be like that. Other than that it is probably fine.
Also the HRE is probably the strongest country in the game. Yes you can form it late and you use the vassal swarm, but technically forming it is a 15k dev integration. It saves you around 60k diplo points.
Qing gets -20% Core Creation Cost and +5% Administrative Efficiency.
And another 20% ccr from the mandate ;).
Iceland should get D tier for their nice ideas.

@@AbsoluteHabibi I've seen start where they start as norway release iceland(Without playing it) give em some provinences and dev up with all powerpoints and then annex it and release it and play as iceland.
This way you get some development and provinences to start and you inherit denmark's tech instead of norway.
Though I am sure any serious wide playthrough is gonna require iceland to change its ideas.

I disagree with Qing. Sure you are not a horde, but without admin ideas you can already get 40% core creation reduction and 5% admin efficiency. Furthermore you get barely get any rebels. This is because you got confusion as religion, which can harmonize with all religions. Humanist helps with harmony gain. So you now have tolerance of the true faith for most religions, -2,5 unrest from mandate, -2 unrest from Qing ideas, -2 unrest from humanist, 2 years of seperatism from missions, -10 years of seperatism from humanist (and even more with offensive policy). With innovative ideas you can reach the cap of advisor cost reduction, which results in dirt cheap tier 5 advisors. Those advisors also keep your meritocracy high.
On top of that you even get free cores on nearly half of china and can make even more banners than the Manchu. The military ideas aren't great tbh, but compared to Manchu you lose your cav ideas, but get manpower recovery in return. Since you already aren't a horde anymore this is a positive thing imo.
It's true that hordes are too powerful, but I think Qing is the most OP nation aside from hordes. I would take it any day above the Mughals.

Bukhara is simply one of the worst formable nation. Other that you'll loosing the government type, you also don't get a permaclaims, loosing a unit pack if you have any, and don't even get a new idea.
Rum has boring mission tree so do not deserve s tier

I said it’s a decent nation to form in MP games and that it’s one of the most economical and trade focused ideas but they don’t compare to Mughals and Rum. Since both have unique governments that are extremely powerful.
@@AbsoluteHabibi Persia's Feudal Theocracy is soooooooo underrated man, you get -20% dev cost reduction for 50 birds, imagine that in a multiplayer combined with admin and adm\quantity for -50% dev cost, you get -15% (I think) construction cost reduction for 50 paper and also a claim on all bordering Heretic and heathen provinces (which they will always be since no one is really shia except persia). also good events like -20% tech discount.

Greece and Sokoto should be FF tier lol.
There's absolutely no reason to form either, in any way, shape or form.
Greece can be released and played as as Ottomans. But why would you do that? And if you want to be Greek culture or Orthodox just play as Byzantium which are infinitely better in any aspect imaginable.
Sokoto could at least be: Heyy you did it, cool, don't see that often. Meanwhile Greece is like.. "Meh..."
Edit: Greece has one purpose: To release/take 1 province and use them as subjects for Reconquest.
Stopped watching when you put Spain in a tier... Cannon fire is God tier, they get pu CB on England and Austria, holy orders, free annexation of like 500 dev potentially, pu portugal... Literally just way better than netherlands which you made s tier..... Sigh.
