Years ago, the powers that be came up with an idea.
Powers that be - "Let's make all future electronics smart and let them talk to each other! We'll even let them turn each other off and on when needed!"
This abomination is a technology called CEC (Consumer Electronics Control) which is designed to make audio/video components like TVs, smart devices, surround receivers, etc. talk to each other and let them communicate so they can turn on when needed, go to the right input, etc.
Unfortunately, this protocol hasn't worked correctly for 10 years or so. If you have more than just a TV and one CEC device, it is very possible for your components to get out of whack and experience things like:
TV turns back on after you turn it off
You try to access your Blu-Ray player but the system keeps going to the AppleTV
You continually get some form of "No input" message on your TV
Apple has recently done an update that flipped CEC back on. If you have experienced recent issues with your audio/video system and you have an AppleTV, try turning the CEC control off and see if it helps. This video will show you the steps.

My CEC settings are turned off yet it still controls my receiver when it realizes my television hasn't been turned on yet which is really annoying

Do you have the setting in the Apple TV for "Control TVs and Receivers" set to OFF? If so, do you also have CEC (it may have a different name depending on the TV) turned off in the TV and for all other connected devices? What type of TV do you have?
We have seen where if it is turned on for one other unit where it can defeat settings for other components...in this case, possibly your Apple TV.
Let us know if it works properly after you turn it off in all other areas.

@@airetheaterdesigns I actually just got off the phone with apple service we were talking about for like 20 minutes. At the end they found out whether or not you have that(control tv and receiver) setting turned on doesn't matter Apple TV is automatically set to detect what setting your input is in changes it depending on if the display is on or not.

@@airetheaterdesigns honestly that's probably why they didn't call it CEC control because they knew it would be a lie

@@GARBO96 this is absolutely frustrating. The AppleTV (2022 4k here) does what you stated for sure… takes priority every time even if I’m not watching it. Disappointing they don’t allow us to turn off HDMICEC on this device.

is it possible to change tv inputs from apple remote? I have 1 slot for apple tv and 1 for xbox so everytime I have use tv remote to switch from hdmi 1 to hdmi 2. Thanks ATD!

Sort of. If you have CEC enabled, you could turn OFF the Apple TV through the sleep settings and then turn on the XBox. CEC when it works correctly would then change the input on the set.
It's a funky work-around though and it might just be easier to change the input with a separate remote.
