Procedural Pixel Art Trees

I took a first attempt at making some procedurally generated pixel art trees. Some jagged spheres are used as shadow-casters and a bunch of randomly-placed leaf sprites are drawn over them, lit using the sphere normal. The initial results look ok, but still a bit too messy compared to artist results. I think I need to work on a more evenly-distributed sprite placement, perhaps using blue noise, like I did with the grass.

You know how water refracts light? There are no light bunnies on the grass under water, which kinda makes the water look flat, and maybe a bit invisible? Plus, there is no light reflection on the surface of the water, which also makes it look flat. Otherwise, this is ridiculously amazing, I desperately want to play this game!!!

Are they basically the same as baking normals in a 3D editor, but instead you're doing it in a 2D world?
Did the 3D base has some painting on it or purely shader?

there's no voxel data. it's just rasterized polygons.
