That's an interesting theory, like the Jjaro from the video game Halo's predecessor, "Marathon" would use cybernetics to create sentient races out of fauna animals, the Prawns mightve used that black liquid to intentionally evolve from wildlife such as the fighting crustaceans we see in one of the District 9 scenes.
I don't see how that would work with completely inhuman-looking aliens. It might be that the Prawn hybridization worked because humans are similar enough in poster and where their limbs and heads are and stuff. Also, the intelligence of some is due to the different caste members. Also, Christopher said that their advanced medical machines can cure people who have been combined with Prawn DNA(assuming it was successful, as if it wasn't, they'd die, and Wikus was the only human to where it worked, which implies that such a successful transformation is rare amongst other beings), and considering he was confident he could cure him after three years, well after the point of being completely transformed into a Prawn, that implies that it would never be too late to cure that person. So, if some other individual alien beings apart from Prawns got hybridized successfully with Prawn DNA somehow(how would they? The Prawn haven't been implied to deliberately transform other races, either and have no reason to considering their advanced technology and vast numbers), why weren't they cured? There is no reason why the Prawn would keep them that way, unless you assume they are secretly bad and want to assimilate other races, which has not been something that's been implied that they do at all. That would dilute their innocence in the film and incidentally make the humans seem right in treating them badly.
thing is, thats what the government would do to someone they wanted to capture or in general was their enemy. they'd look to destroy their personal life and humiliate them. evil without remorse. good thing is though that God exists and sees all so all evil doers will suffer the mighty wrath of God in heaven Jesus Christ
