It's also a shock tactic. It throws the suspects mind into confusion and they overthink. It gives the police enough time to grab the suspect. They usually follow up with a good smash to the windscreen to scare the suspect even more. This makes them stop trying to do anything unless they manage to climb out the window. Another reason they hit the car and box it in is to stop it driving off.
