My timer has a little up/down slider on the front. At the top of it it says "On" and at the bottom it says "Timer." I assume this means that once i've set it I should move that lever to "Timer." Please confirm for me, will you? And the lamp switch must be turned on, even during the hours that timer says should be off, right ?

Sorry I’m not familiar with that timer. However I would assume that when the lever is on timer its using the timer, and when it’s on “on” it’s always on. That means when the switch is switched to on. It’s always on and not going by the timer. My guess is you’re correct
