This happens because your storage is full and when you try to reset your iPad, your iPad can’t load. This has happen many times and luckily I have somebody to help me. It deals with the update on iTunes if anyone’s wondering. It clears all my data, though using my device is better than being stuck with nothing.

@bubblemilk The best way would be to preserve storage. If you have many photo's or videos, try to delete some of prevent this sort of glitch from happening again. You'll always be able to use your device if you do the update on itune as shown in the video, or carry it out to some local repair shop using google maps. Oh, and try not to constantly restart your device more than 5 times a day, or your data will be mixed with other past ipad's data. When you restart your ipad or any mobile devices, it creates a new and fresh backup, so restarting it countless times might mix the backups which can lead to you seeing glitched apps.

All useless suggestions. My iPad only flashes the logo when i plug into fast charger. On plugging into computer there is not even a logo. As soon as i disconnect it the iPad is off. Nobody that i have seen has given any real solution.
@Phil Creg No i didn't. I was going to replace the battery but it looks like someone already tried that because the battery was not stuck properly. I am at a loss. But i bought two other ipads since then, one brand new, so this will just sit now. The screen is usable and i might use it for parts.

You're right - the "free" bit lets you enable/disable recovery mode, but that's all. All of the other "recovery" functions cost money.
