I would be reluctant to call the ones you mentioned in the later part of your post as "b" level fighters. Sakurai is a top level fighters, so is Sean Sherk. Carlos Newton together with Vernon White and Randy Couture is probably one of the best fighters in the world compared to his record. You can't just go blindly by the record! Or are you going to say Dwayne Ludwig is a "b" level striker next?
