Was this “repair” passed by a structural engineer? Isn’t much of a repair if you’re losing load-carrying capability.

Is there any way you could give some more detail? Did you cut through with an angle grinder? What did you use to patch it?

There is very little information in this video. How did you cut into the plaster? What did you use to cut the rebar and repair it? What did you use to patch the hole? How did you smooth the plaster? etc.
