When the main way Batman fights is to hide in the shadows and jumps his opponent he gives robin one of the most colorful costumes makes since to me.
To be fair it was dick who put the costume together he wanted it to make it look like something from the circus despite Bruce not approving he let him wear it for a while until he gave him an upgrade
