Construction worker remembers victims of Key Bridge collapse

They were on lunch break, eating inside their personal vehicles. It looks like police closed both ends of the bridge, and couldn't get to them in time.

Why these construction workers were sitting in their cars? Weren’t they supposed to fix the pot holes?
They were on a break......waiting for the pothole to dry to open the lanes and go home
They were waiting on cement to dry. To open the lane.

Who is the captain?
The on duty crew called in a mayday before the ship collided with the bridge giving the police enough time to shut down the bridge to vehicles but not enough to get the construction crew off.
So to recap...this happened at a time of day when activity on the bridge would be most minimal, and they warned the authorities before the collision so that even fewer would be on it.
Yeah, you're right, that sounds exactly like what a terrorist would do! No way a terrorist would want to say maximize the terror caused by carrying out an attack during rush hour instead of at 1 in the morning!
