Yes that's exactly what it's for!
Great! I wish they do a rebalance, I believe the Last Romans need many activations even if they are a defensive faction or maybe add a mechanism to remove some fatigue from somewhere. Irish are TOO strong, they will need to change some of their mechanics as well. Norse Gaels and Anglo-Danes need some more work, they seem too basic. And my opinion the Pagan Rus are cool in theory but in practice they do not work very well...
