I think one of the biggest qualifications for a pastor/shepherd or anyone looking to teach and disciple God's people, as illustrated throughout scripture, is the possession of a deep dependence on God to be strengthened and equipped. You see it with Moses, Daniel, Joshua, Samuel, Isaiah, and the rest of the OT prophets and leaders. Although Jesus is Lord and Savior, I believe He also demonstrated a deep reliance on the Father. It is further passed on through Paul, James, Peter, and John in the NT, who constantly lean on the Gospel of Jesus. It wasn't just about having deep knowledge or a heart to lead God's people, which are both necessary, but it's also knowing that outside of abiding in the True Vine, you can do nothing.

God uses the weak things of this world. Christ says heal the sick feed the poor, set the captives free. That's what a Sheppard is. I'm not saying I live up to that like I should not at all, but it's the meaning of the good news. Knowing scripture alone doesn't make a pastor qualified. Actually a pastor could be a Janitor that's got a calling to serve and he could be more qualified possibly. Christ said do as they say but don't do as they do. Blind leading the blind. Let's not be whitewashed tombs passing on an illusion that we have to live up to. Jesus said make disciples, and embrace people's weaknesses through charity and kindness. Let's have respect and goodwill toward all men and women of all nations, so receive an open heart and mind. If were a brethren like we would claim to be then bear one anothers burdens. Too many examples claiming that they esteem the word of God while putting it above people, and we set men in his place to rule and lord it over them only gauging others accolades it seems. I guess men on counsels with degrees feel they speak with the authority to speak for the house of God but not for the body of Christ (Humanity). Gods temple isn't made by human hands. Church buildings are necessary but not when our rules and opinions render us cold. We can get farther by Ministering acceptance with love and trying not to hold people's trespasses against them. Let Christ be your example and understand that Paul told you himself he didn't have it all figured out. Paul's a brother and convert from the Pharisees. Whoever wishes to be first will be last
