Who told you that in split ac, or even in window actually or in Central plant, if the gas is is 22 it's liquid line or discharge pressure can never be below 220 psi. That too when the condensor is properly cleaned. And why are you releasing the gas, you can ask the client had any other mechanic before you recently topped the gas in the unit, or you can check the amperes of compressor.

This is India, if he were in USA, he would have jailed for releasing gas in this manner. Even in India no good instructor suggest to release gas in this way.
