in liquid limit test, test start from dry to wetter side. In your video the Ist number of belows were 17 (which should be between 20 to 30 belows) . Then add the water to get the others two values.
It is important to know the liquid limit(LL) of the soil present at the site so that we can compare it with its natural water content(Wn) . If the Wn is closer to or greater than LL then the soil is soft and if the Wn is lesser than the LL then the soil is stiff and brittle. Therefore it basically helps in determining the shear strength of the soil.
for using it in road construction starting from Subgrade to Base course the LL is must, but they have different specs in each layer. these test is the consistency test of moisture so it will tell you how the soils behave as contact with water
I thought the water content will weight of wet soil minus weight of dry soil, n in percentage , we divide weight of water by wet soil, I m confused, he divided weight of water by oven dry soil that cannot give the water content

to get number of blows around 20 to 30 they should have dry the sample, to decrease the water content
