Luke, i think the lady on the right thought you were complaining that 30k was too expensive, thats why she said its a big bowl compared to a 20k version. That said, they usually jack up the prices when they know you're not a local/regular.
Majority of food stalls/ restaurants in HCM city have prices in menu. If not, both locals or non locals need to ask for prices when ordering at a new vendor. It is polite as "how do you sell this food?" The vendor will explain sizes and prices. Well established food vendors are unlikely to charge non local extra than printed prices.
No, that is never the case in Huế where the people are the most honest and kindest! 30k VND = 1.5 USD is the regular price for that bowl with all the toppings. That's extremely cheap!

You must have caught the ‘han’ in her sentence, it means ‘it’- the bowl, not ‘him’- the man or other local men.

Bún bò huế nếu ăn đúng quán sẽ rất ngon nhiều người trong nam bảo vào Huế ăn bún k ngon bằng trong nam vì họ thực sự chưa được ăn đúng quán ngon
Chính xác, chưa kể là người trong Nam đã quen với gia vị của miền Nam nên chưa chắc họ thích bún bò Huế ở trên đất Huế.
Vậy quán nào ngon vậy bạn? Mình đi ăn chắc cũng chục quán từ chợ Đông Ba ra tới tiệm mà không thấy chỗ nào ngon.
