You're mixing some old and new lore here. Scions don't work like old Stormtroopers. Scions are broken into individual regiments and fight as full regiments in warzones more often than not. An example of this would be the story in the current Imperial Guard Codex. The Tratican War, which featured the VIII Catachan Army Group, included within was the Bardeshi 64th Militarum Tempestus Scion Regiment. That is the whole regiment, not just parts of it as it's stated in the actual story. They go over the wall into the heart of the Orks and are never heard from again. There are also far more Scions than there ever were old Stormtroopers.

Khorned Beef They aren't normal teenagers at that point. They a genetically modified super humans with vastly superior abilities. And they are selected in vast amounts across all chapters. And they create new chapters all the time as well. Don't forget not all of the aspirants die either a lot fail but still server the chapter. Compare that to being a child of more normal abilities being put through similar trials but with out the enhanced abilities and see if it makes more sense now.
