This Sherrif, while well intensioned, is a part of the over regulation problem. There are already protections in the courts. I was told by the Pinellas County licensing board that if I turned in a perfect application that it would be over a year before my license would be awarded. They are causing the problem.
Problem here is the Govt want their VAT, and income tax and registered contractors are where they get it from. Most people are looking for a cheaper deal and are inclined to go outside the rules. But people getting people they don't know to do the job as a nixer is dangerous. I get someone I know and trust.
The county is but hurt because no money is being kicked up to them. You know how the mob boss feels when you don't kick up his money. They are lucky they didn't get whacked.
