Your description at 0:50 is not what that consultation document was saying. It's that the assist doesn't take you faster than 25km/hr, but you can go as fast as you can push your legs.

In my area North of Manchester I see electric motorbikes & e-scooters on the road, pavements & grass almost every day. None with plates, insurance & helmets. Seems to me the Police aren't bothered.
As mentioned in comments the proposed increase of allowed wattage is only a consultation at this stage L1e-A approval allows for a 250w ebike to use a throttle up to 15mph, and the bike does not have to be registered. This approval requires amongst other things for the bike to have integrated lights which both work from a single switch, full mud guards with integrated soft ends, a stamped chassis number, and of course the bike must be fitted with a motor stipulated as having a maximum continuous output of 250w. Having a larger motor restricted by external peripherals such as the controller or settings doesn’t get around the law, it is 250w max at present. Anything over 250w is classified as a moped and must meet the usual motor vehicle requirements, including being registered as a motor vehicle, this shouldn’t be confused however with L1e-A approval for an EAPC which allows throttle use up to 15mph on a 250w bike.
I’m aware, but the bike controller has to be connected to the PC to be able to reprogram the settings ! Also it has to be a cargo bike for it to be able to be booked in to handle a 500 W motor so most people with the small bikes are still gonna have to stay at the option of 250 W after I get my paperwork I’ll show everybody how I done it and my bike push to go or throttle will able to go 15.5mph without needing insurance, it’s classed as a lower class scooter 🛵 👍

Nah this will work out better in the long run! Ebike will be legally allowed to hit 15.5 mph with 500w but bike will need a text in return you will receive a certificate as classifying it as a lower class moped you won’t need insurance tax or anything neither a license plate if you want the bike to go faster than that then you will need tax insurance and a license plate I’m working on the paperwork hopefully soon I’ll be able to show everybody how it’s done 👍

I know it’s restricted and doesn’t let out no more than 250W IV pattern the bike myself I took the controller out connected to my PC and reprogrammed soooo I know what it’s doing the only thing that’s a 750 W is now the show of the motor. Feds will take the bike and have to return it also

It would then warrant insurance, tax and mot and to me ridden with a helmet as used for motorcycles. So the only idiots here is delivery riders flouting the law and respect for others because they think they are really something special and can do as they want. Hopefully the police come down hard on you. The rest of us normal people would be able to use better ebikes more sensibly and for a lot better purpose.

So in other words you yourself can’t do the settings it has to be done by an official after that it’s all good to go
