If you have 5k to spend, I have snap on scanners as well as a cheap one I found online called a topdon, pretty good quality and does everything my snapon does for $200

How are the injectors in the truck? How old are they? Did you turn the counterbalance off on the injectors so they aren’t correcting each other? Seems like a miss no doubt…
Make sure u have the small rubber gasket that’s in the icp sensor pig tail .. a lot of times that comes out and will create a bad contact between the two . It’s a white plastic cap that goes on the male end
this sounds a lot like a fueling issue if i’m being honest, check your fuel filters and lines maybe even check the injectors themselves or any simple thing even, sounds dumb with the simple things part but really it could just be something dumb 🤷🏼
So I know this might sound wierd but change the sensor on top of the transmission it should be called the input shaft sensor or something like that I had the same issue on my 07 6.0 and it fixed it the symptoms your having matches mine

Had a very similar issue with mine, was the ipr.. Put a known good ipr in it. I’d try the Icp as well if that doesn’t work.

its the icp sensor probably, if rpm changes and randomly sneezing
could be icp sensor wires too
Check the wiring harness where it goes down too the crank sensor . Mine did the same thing replaced everything and I started messing with the harness

It's located on top of the bell housing
