When the auto-chole starts to increase the idle, adjust the Governor spring to compensate......(as for rebuilding carbs, sometimes a rebuild can nickle & dime you to death, when a new carb is much cheaper, like you said)

Had a New carb on the mower last year and the cable was broken for 'stall'.Always ran the tank dry.This year it started then quit after revving to full power.Cleaned the float bowl and the lines from the tank.The bowl had rust,even though empty and cleaned it.Starts and quits.Aeeeghhhhh.
Looks like a great mower to modify to a manual choke setup....that would be what I'd do. Just because it says Honda on it don't make it better...just more expensive when it needs fixed, and they do need fixed occasionally just like any other engine.
The heck with picking up the cardboard , , , It`s Biodegradable plus birds will grab it up and make nests out of it ............ SEE , , , PROBLEM SOLVED FOR YA , : ) TAKE CARE BRO ,,, LOL !

Make it easier on yourself use two metric alignment studs for assembly then swap out one at a time with the bolts . Much easier
I debated that but its not something most would have on hand to use.

I have a 5521P with a B&S 550EX auto choke. Works great. Just clean the carb every 2 years.
