It's not from FIFA it's from the studios of Manuel García Ferré where Gauchito was made (Manuel García Ferré is an animator that made several hit animated Argentinian series in the past) A fan blog of García Ferré published the video on his blog last year on December, we don't know how the video was found or where it was shown to the public before but it existed!
