Finish his 4th Bond Mission “The Ties that Bind” and then do the main mission “The Omi Inn Incident” in Chapter 3.

You need to finish his bond mission and then also need to do the nurses bond mission in chapter two because she does play a part

Nurses bond mission, Ronin Bond Level 6(Twilight Fencer), do all Ryoma bond stuff prior to The Omi Inn Incident.
