He's definitely sending it up. Paul can do any accent he wants to; he's just playing around with the upper class accent. See The Fast Show and the driver looking for the garden party for further evidence of his variety of 1930s toff voices. He's an absolute master of his craft!
I did not understand why harry enfield went a bit strange..... but here in 2022 I think I get it, the windsors is definitely worth a watch. And Paul and Bob go fishing.
The comedy from these two is always spot on, but the acting is sheer brilliance
