There Is a reason More likely for it. Comedic effect. Everybody always Gang on zoiberg but when Hermes does has a stronger effect because Hermes is usually so chill and lógic about everything. See him being so mad at somebody mostly just by existing make it the jokes hit harder.
Zoidberg is a financial burden to the company, it must drive Hermes crazy, especially when he wants to cut costs. Zoidberg is not efficient, it doesn't even try to be... the total opposite of Hermes. Canonically, there's no official reason.
Zoidberg is my favorite character on this show. He's just so kind to everyone even though they don't deserve it. For some reason the way he says, "Screwed again, my friend.," just cracks me up the most lol
