The EU isn't as petty as you want it to be. However, they will want reassurance this won't happen again with the UKs major parties aligned on being pro European project. Putin had been hoping for 8 years that the Minsk accords , approved by the UN, would find a peaceful way forward but no talks were ever held because the Ukrainians were just building up their army and attacking the Ukrainian Citizens in the East who had refused to accept the outcome of a coup in Kiev and a coup Gov with actual Nastis sitting in the cabinet. We have been supporting the wrong side in this war, IMO.

Now, Conservatives form a small and very silent, slightly less mad clique in what has become the Tory party, with those Conservatives with even a partial grip on reality thrown overboard by Johnson late in 2019 in his narcissistic pursuit of personal power.

The EU isn't as petty as you want it to be. However, they will want reassurance this won't happen again with the UKs major parties aligned on being pro European project. As long as the Tories are any EU, then the likelihood of the EU member states accepting a membership bid is minimal. It could be an entire generation before any progress on rejoining is made. But again, they're not as petty as you'd like them to be. It's a no for now but not forever.

`He NEEDED to step down when he did. MPs can't actually resign. When they say they are resigning from their seat, they are in fact moved to what's known as "An office of profit under the Crown", which effectively stops them being allowed within the Commons. They hold this office (a stewardship of an estate that no longer exists) until their by-election is completed, and then they properly step-down. The problem is, there are only TWO of these offices available... and Nadine Dorries had already taken one of them. He couldn't wait until anyone else decided to jump ship, and took the remaining office. At which point, his resignation could have been denied, and he'd have had to have taken the punishment. Ironically, it was Nadine Dorries that actually forced Boris to "take the Chiltern Hundreds" this early... and as Nigel Adams has shown, just in time. It will be interesting to see what office Nigel Adams is given, because both of the offices of profit under the Crown are currently occupied.
Here's a non-legalese overview of the prodedings: When a UK Member of Parliament (MP) wishes to resign with immediate effect but both offices of profit under the Crown (Steward and Bailiff of the Chiltern Hundreds and Steward and Bailiff of the Manor of Northstead) are currently occupied by MPs who have already resigned and are awaiting by-election, a unique situation arises.
Typically, when an MP wishes to resign, they apply for one of these offices of profit under the Crown. Accepting one of these offices is considered a legal fiction that disqualifies an MP from serving in the House of Commons. However, in this scenario, if both offices are occupied, the MP who wants to resign is unable to formally take up any of these offices.
In such cases, the MP can still effectively resign by adopting a procedural approach. They can request the Speaker of the House of Commons to grant them permission to make a statement in the House, formally announcing their resignation. The Speaker usually grants such requests as a matter of courtesy.
Although the acceptance of an office of profit under the Crown is the formal method of resignation, the Speaker's permission to make a resignation statement is considered an alternative way of achieving the same result. The Speaker's approval allows the MP to make an immediate resignation announcement, which is then officially recorded in the House of Commons records.
Once the resignation statement is made and recorded, the MP's seat becomes vacant, and the normal procedures for a by-election can take place to fill the vacant seat.
