  • Unions are formed over a period of time-sometimes months, sometimes years-in which employees dissatisfied with their treatment by their employer become convinced that unionization is the best way to improve their lot. As an organizing campaign develops momentum, there is typically much discussion and persuasion among workers, rallies, and requests to sign petitions.
    Nonemployee organizers from established unions often play an important leadership role, but for the most part, employees organize themselves. If sufficient support is enlisted, the NLRB might be petitioned to hold an election to determine whether a union will be certified as the legal representative of the employees.
