Ummmm…. Duh.
Semi permanents are not the same as Permanents. Semi permanents are stains- they ONLY deposit color, and do Not oxidize so no- you cannot use a developer with them.
Permanents DO oxidize and do require a developer.

Lightening powder is less damaging to the hair. That’s what I used to dye my hair ruby red. Follow the instructions and you’ll be fine.
