If you really want cheap, you don't make a design and buy the fabric for it, you see what you can score and work up from that. E.g. I thrifted a beautiful new wool pinstripe fabric and will soon have a histopunk viking office dress for less than 10€ (not including the brooches, to be fair). Also, this way is a lot of fun.
