The Blockchain doesn't store your name and address or social security number. The app you buy it from does. You can easily transfer to a hardware wallet and no one would know who it belongs to. Or you can add funds from a Bitcoin ATM.

Digital assets as in NFT's are platform dependent and have existed securely for a very long time already, take the counter strike asset market for example.

The only coherent and workable legal framework is to proscribe (outlaw) specific actions e.g government mass surveillance on its citizens without due cause. Rights are an exact opposite of this principle of clearly defined prohibitions. Human rights were invented to give governments a handhold to interfere in aspects of our lives where they have no business.
