Where are you located, I've only seen this in Arizona
How big is that pipe 14” cause I can’t get that valve loose
How do you remove the whole brass part from the pipes coming up from below?

Hello, what do you do when the valve is really stuck, it broke loose and started to turn but got stuck
Lots of WD-40, light taps with a hammer all around, and light taps to the wrench until you are able to break the rust. More WD-40, and more light taps as it moves until it's totally free.
Why didnt u just rebuild the actuator that u replaced?
Rebuilding it means more time to spend and is not warranty is going to work. A new one it might last you 10 years or more
