its impossible to fix that community for the forseeable future because the community can't even unanimously agree that crime is both wrong and a problem, nor that there are cause-and-effect repercussions to areas that are too high risk to invest in.
If you can't even agree on that then there's no step 2 and they've not only been stuck on step 1 for close to a century, they've bolted themselves into the ground in recent years

Welfare wasn't designed to be a way of life, it was intended to level up disadvantaged families.

So true. That's the reason they put people on welfare. It was an easy way to break up families. Think about it. People and families need help sometimes. These programs won't allow the husband or male figure to reside in the home if they want benefits. Let that sink in.

One time in 7th grade my friend told the teacher during DARE week that he could get crack the teacher said yeah right if you bring crack i will give you 20$. Is the black race a curse but we are in denial? Why do black sell drugs to blacks in the inner cities and destroy each other? Do we blame slavery for this? Was slavery a good thing for blacks even though it was 400 years of pain and suffering?
Would we black people live rich and wealthy today if it wasn't for slavery or would we be still in Africa fighting tribal war, killing each other or walking around in jungles with wooden stick in our lips, ears, nose, etc? It is not because of slavery that most black people are messed up, but because they have anger and lack of fathers in the home.

I don’t think you can disregard the influence of cartels and governments complacency in concentrating illicit activity in lower income and black neighborhoods.
