Looking at the some of the footage and the silhouette thru the coaches all I can see are the seating headrests but no heads thus looked empty, I could be wrong?
@GJ37425 as of writing this comment I am actually on this service stopped at Arisaig Station, I'm in carage one and I'd say about 30 people are in this one, and maybe 15 or so in the Buffet car
Something to do with the remote driving system. 47/7s and DBSOs had an early type of Time Delay Multiplexing (TDM) system. The DBSOs were refitted with a more modern system to work with the 86/4s in Anglia. 47712 was retro-fitted with this later system by LSL so is the only loco that can push the set driven from the DBSO. I'm not sure how the NR DBSOs control 37s on test trains but I'm thinking it may be without TDM and therefore only OK for test trains where the staff won't complain about the discomfort.

Thanks! From photo stops/passing places quite a few people were out, maybe 25-35 as an estimate which sounds alright for a short notice tour
