I severely doubt Russia would beat Japan in a Naval War as the Russian Navy is very split up and in the Far-East is very small and could easily be beaten by the Japanese. Japan also has over 50 Combat Ships at their disposal 4 of which are Helicopter Carriers And 17 Submarines. The only Aircraft Carrier The Russians has is stationed in the Russian Arctic.

I feel bad saying no, but with the intervention of the United States it would have been the start of World War 3. plus, Japan started the war and that doesn't really trigger a defensive pact.
