There isn't enough evidence to know. The most popular theory among historians familiar with this era is that it was "mass hysteria". I find that completely lacking. There is a lesson in this, however -- that we tend to associate what we see with what we know. Thus, if told the sky is blue and the clouds are white, we see blue and white. So any flying oblong craft was a "Zeppelin", because that's all the people had as a mental image to compare with.
I love it! And it doesn't even require secret bases in the Antarctic, though actually, the Germans really DID have a plan to build bases on the ice.... No kidding.
