Does the "nix treasure trader" intel get solved or it stays on the journal forever?

Bought every item in the guys store and cleaned out all his requests. Still can't clear the intel. Annoying as hell.
I can't get the picture card. I am in the right place and it shows me it's there but won't show me its there to collect. Any ideas?
