This could be an elderly, probably injured, gull caught by rogue octopus. This event is also educating every gull within line of sight to avoid landing in this water. You can tell the calls of these gulls are warning "yeows" probably by the flock or colony leader.

We raised ducks a long time ago, the drakes made a lot of bobbing and tail wagging and hissing noises at the females if it was mating season, otherwise there would be a lot of raised head feathers and tail wagging and hissing noises to sort out the pecking order in the ranks of the drakes. They even went to extremes such as one drake climbing onto and beating down another drake to assert their dominance! Drakes can be quite aggressive, even towards other species.
