Remember with your plot actions that shields for houses that are not in the game act the same as your own shield, ie you can pay 2 gold to take any power token from one of the ally pools available. So in your plot action at the end of the round instead of just paying 1 to take the Lannister power token which didn’t do anything for you to get an alliance, you could have paid your 2 gold to take a second power token for the starks which would have gotten you an ally in the taxation phase.
