Nah there is plenty of stuff to create a makeshift raft especially in the 1910's when nearly ALL of the dinner tables would have been made of wood. The issue was the sailors and captain were Fing incompetent and didn't know/tell everyone the ship was sinking until it was obvious to everyone. An earlier Costa Concordia.
It's what happens when the people running the show are grandfathered in or chosen by who they know rather than what they know. The rafts wouldn't even need to sail, just float enough that a few people could stand with only their feet compromised. The rescue vessel was only 3ish hours away.
