I think that because outside the cities in Elderscrolls games can be so hectic, but being inside city walls is so comforting and the nps are not having too intricate conversations. The conversations they do have are very quaint and charming and kinda derpy and silly. Not too serious and just very surface level repetitive sentences. It is just so wholesome and cozy.
I couldn’t agree with you more! The oblivion cities and NPCs that live in them are such cozy relaxing places to be, it’s like been with old friends.
