Oh he cares, he cars so much. But the turtles all have a very messy view of standards in relation to violence, it's very normalized in them and it's more then a healthy normal sibling relationship. But that's not because Raph doesn't care or is abusive, it's because of Splinter, and Splinter only allows that because he was raised the same way and also views it as normal. If Mikey was a bit stronger or not worried about getting hit back harder I'm sure he'd happily his Raph too.
