    For the record, City weren’t exonerated by the court of arbitration the charges were time barred so City got off. The FA have no such time limit for charges.

      Yes, thought they would go more into this but they just skipped over it. Annoys me when media use the word exonerated as City clearly weren’t, and yet they have managed to set the narrative on this issue simply by claiming they were (and thus playing the victim). Also, one of the reasons the time limit to prosecute this passed is because City stalled the investigation as long as they possibly could, and refused to cooperate at all turns - something they were found guilty of. Although of course they got off with a fine they could easily afford. Great job, CAS

      For the record, the Court judged there was no evidence to support sponsorship fraud. What was time barred was the years where UEFA agreed a settlement agreement rather than investigation. - Court of Sport Arbitration 2020/A/6785 Manchester City FC v UEFA, Para 255 of their judgment: 'UEFA's theory would also mean that not only MCFC lied to The FA and UEFA, but also that accountancy firms such as BDO, Deloitte, Ernst & Young and AlixPartners that all examined accounts of one or more entities were misled. The Panel finds that such allegations are also not warranted based on the evidence presented.'

    I can understand why a lot of fans think money trumps fairness etc so City will get off lightly if found culpable but the Premier League's brand partly relies on competitiveness and, most importantly, it's made up of 20 clubs including Man Utd, Liverpool, and Arsenal who have their own interests in this matter. To put it mildly.
    Could be serious for City.

    Take the titles off them, they've been bang at it for season after season. They were only let off the UEFA charges because of the time limit had expired, they were guilty & everyone knows they'd been cooking the books.

    Fines aren't enough of a punishment. You said you doubt it'll work off a 10 points per charge reduction but to be honest, that is exactly what should happen. If guilty of financial doping, or to make it clearer, CHEATING, you've then got to think of all the teams that missed out of titles, trophies and Champions League places over the past decade when this has been going on. Fining City means nothing because their owners have unlimited money. Relegating them to the Championship is a minor inconvenience, they'll be back up in a year. Is that really a fitting punishment considering the number of charges? They should be relegated to the very bottom tier of English football if found guilty and have every single one of their trophies and titles stripped from the records.

      I also just realized something. Liverpool's historic 97-point season had only 1 loss - on the road to Man City (and their home fixture was a draw)! Not only did they get cheated out of a title, but an undefeated season and possibly the greatest PL season of all time (there's only been one undefeated season, and only one 100 point season - also by a cheating Man City. With no Man City cheating, Liverpool are *definitely* undefeated, and *very likely* reach triple figures that season - a season in which they also won the Champions League)!
      Whatever the final verdict, I'm calling it now. That '18-'19 Liverpool team is the greatest English team of all time! It took *literal cheating* to deny them a 100-point undefeated season in a year they won the Champions League!

    My realistic guess would be a 3 point deduction, a £10mili fine & one season ban from European competitions. Either way they’ll be fine.

    Its 115 charges to begin with, there is still the post 2018 charges (Abu Dhabi stopped complying at that point). Having an oil state purchase trophies is not sport. Sport is about competition, and when you bury the competition via owner wealth and cheating the sport ceases to be credible.

    I would relegate Chelsea and City (if found guilty) and subject them to a transfer ban for six transfer windows. It would be up to the Football League as to whether or not they will be allowed into the Championship or have to enter the league structure in it's lowest league like Rangers had to do. A fine for either club would be meaningless.

      Also, remove their titles.
      You don't have to give them to the second placed teams (just yet). Just remove them at first! Make a statement about how you win nothing if you cheat! That needs to happen *first and foremost!*
      Only *then* should we decide what happens to the title during those seasons.
      That being said, if there is a clear winner in a season where Man City cheated (like Man United in 2012 with 89 points and 19 points ahead of 3rd placed Arsenal, or Liverpool in 2019 with 97 points and 25 points ahead of 3rd placed Chelsea), then yes, recognize those fantastic seasons with a title. And yes, I actually *do* believe they should find a fair way to retroactively award titles in seasons Man City cheated in (i.e., all of Man City's matches are now officially forfeits, and the team at the top of the table after it's reworked gets the title - plus mandatory reparations to those teams, as well as any teams cheated out of top 4, Europa League, or non-relegation spots).
      If for nothing else, because if you don't give the title to anyone, you're sending a message that you could *lose* something if you *don't* cheat! That could incentivize *future* cheating (i.e., teams will almost certainly be thinking, "if we don't cheat now, we don't get this title at all, even if the team beating us *is* found to be cheating")!
      You get the point. Either way, the direct reward of the cheating needs to be wiped away, or it'll incentivize it further! 😡😡😡🤬🤬🤬
      But yes, in addition, your solution is the best one I've seen. The only thing I'd want to add (besides removing their accolades) is banning the owners from ever again owning any team in English football!

      @@mazdakmina9493 there's some level of precedent with how it affects other clubs; the transfers of Carlos Tevez and Javier Mascherano to West Ham, and the impact on Sheffield United. West Ham broke PL rules on third party player ownership, and ended up paying Sheffield United £30m. Tevez scored on the final day to keep West Ham up, Sheffield United got relegated.
      below is a quote from the BBC article on the Tevez-Mascherano deal:
      "The timing of the decision annoyed me," says Paul Jewell, Wigan's boss at the time. "They came to Wigan the next day, and they were bouncing; they were on a run and beat us 3-0. It should have been dealt with straight away, when it was first flagged up.
      "I had someone from the Premier League in my office, and I said: 'If that had been Wigan or Watford who broke the rules, we'd have been getting a points deduction - the reason West Ham aren't is because they are a big club.' His words were: 'I agree with you, but I'll never say that publicly.' I think they were hoping West Ham were going to go down."
      basically the Prem has a history of ballsing these things up, not dealing with them until its too late, and having to cobble together compensation from the offending club after the fact. The £30m was an estimate of Sheffield United's lost revenue from another PL season.

    Man Ctiy were not 'exonerated' by CAS. The charges UEFA brought were deemed to be out of time (given UEFA's own rules about bringing charges within a set time). So CAS did not rule on those - they threw them out effectively. They DID rule that City did not comply with UEFA's investigation so fined them heavily for that.

    I'm not seeing anyone refer to Glasgow Rangers. They were done for financial irregularities over secret payments to players over years, too. They were effectively dissolved and reformed in the 4th tier. Is that not a precedent?

      No and this shows why FFP is such a farce (both EPL and UEFA), Rangers went bankrupt through mismanagement and owing the Tax office millions but the teams that are continually targeted by these charges (City, PSG, Chelsea etc.) aren't in any financial danger. If FFP were really about protecting clubs from financial mismanagement perhaps a team that's billions in debt, have mortgaged their future TV rights for a decade and still regularly can't afford to register free transfers every summer would be facing some kind of charges, but clearly not. On the other hand if FFP is about levelling the field then we need to limit EPL transfer spending and wages to whatever Luton say they can afford, but again doesn't seem likely. I'm a City fan so quite biased but if we have broken rules we should be punished accordingly, the Everton case is a ridiculous punishment, again how does a relatively small overspend on a Stadium project produce a point deduction that threatens a club's EPL status,? Does the EPL believe that "helps" the club's future? In terms of the City charges it seems odd it's taken this long after the 4 year (alleged) investigation, you'd think they'd have been ready to go, I'm sure that the House of Commons debating whether football needed external regulation and a massive set of seemingly not fully prepared charges on a club previously targeted by UEFA are entirely coincidental.

    The problem for city if they do get relegated is that the efl are not obligated to accept City they can just straight up refuse to allow city into any of their league which I think they will do as if they were to allow city it would just cause more problems for the efl

    City getting off on a time limit technicality from those UEFA charges is essentially like being acquitted. They didn’t prove themselves innocent of those charges and only got off on a technicality.

      Still had a 38 million fine and squad size deducted it's in UEFA rules that it was longer than 5+ years so can't be found guilty of it

      @@yatesy117 That penalty was not for breaching FPP but for being "pain in the butt". Basically City is too lawyered up and before they do anything FA and UEFA ask them it will go trough countless appeals of City's lawyers. Probably City could take FA and UFA to court and win arguing that they should have the ability to appeal any request etc. but probably it is cheaper to eat the fines.

    I think Man City will have their charges dropped completely, however Chelsea we face more charges for Boehly, and be given 15 points + a fine + potentially give Boehly a ban from owning PL Clubs, however nothing touched with Abramovich or their trophies
    No relegation will take place directly, however with the way Chelsea are looking, they could come close in the year of the deduction

      Correct. Given the EFL slightly depends on the PL for money, the PL can put pressure on the EFL to refuse city altogether.

    I think what should have happened fairly is City should have been instantly banned from playing meaning every game is a bye and 3 points automatically given to the other team until City go to court and fight it out, because in the meantime they go on winning the PL another 2 times & countless cups robbing other teams of the financial win fall they would get plus the glory of wining. It would be amazing how quickly the whole thing would get sorted if it was done this way. IF city are found guilty then they should have to pay every team that came 2nd to them over the years the money they would have got for wining, that is only fair, plus all the players that would have gotten win bonus or new sponsorship deals.

    If 10 points is the "plea deal" for 1 charge of going over by about £7m a year...
    What's going to be the charge for wasting time with pleading innocent with even 10 out of the 115 charges?
    It needs to be proportionate to Everton's penalty, if it's 10x charges of similar advantage given then it's 100 points.
    It sounds like they haven't gone on the rule they broke but the advantage it gave and I don't think Evertons advantage was anywhere near what man city got from breaking the rules.

    A truly massive fine to be split between all 91 other clubs would be good say £445 million. £5 million per club would be nice. Except Chelsea. Their share should be used to boost grassroot facilities.
    On top of an enforced relegation and stripping of titles.

    So ultimately City are saying to the panel, if we have done something wrong it's on you to find the paper trail that can be used as evidence.
    City however, will have covered their tracks to make this very difficult to do.
    If City are ultimately found to be guilty and then submit an appeal against any sanctions imposed, City will be responsible for the collapse of the football league.
    The PL and EFL in essence are damned if they do and damned if they don't and this is all going to play into Citys hands.
    I expect that there will be a big points deduction but one that allows City to have a chance of remaining in the PL and also fines and possible transfer embargos.

    Think there’s is a very real possibility they don’t accept the punishments, break from the league, take Newcastle & Chelsea with them, PSG, Marsielle, Real, Barce, Ac, Inter have plus the 4 Saudi clubs. Give the others an ultimatum they can’t ignore. Sure Liverpool and Arsenal can stay in the PL but what is it when the Super League has all the best players? It’s on a knife edge

      I get what you're saying but if England's 3 biggest clubs, Man Utd, Liverpool, and Arsenal stayed in the PL the Super League would be a joke with little credibility. Clubs that left would be isolated, and their fans would only watch them play at home as continous European games would be too expensive. Plus atm a top side plays 50+ games, no Super League could do that.

    Only way to truly punish them that has a legitimate effect would be European competition ban and transfer ban for 4-6 years. Relegating them does nothing they will obliterate every team and be back in 1 year.

      @@Hadar1991 excluding Foden, those players have 105 league appearances for City. Exclude Iheanacho and it's 59. My guy, I could do similar lists with Southampton or Palace's academy. I just don't think a team built on guys like Callum Doyle and Micah Hamilton is gonna walk the Championship. They may be competitive but to act like that's way below their level is disingenuous. Most players don't end up as Foden or Diaz, they end up as Sam Edozie or James Trafford; solid, unspectacular players, and there's a million of those in the Championship. They ain't bad, but Sam Edozie isn't streets ahead of Todd Cantwell, they're pretty comparable.
      btw: Mee and Trippier both left City waaay the fuck over a decade ago, long before the vast majority of academy investment. If we're going back that far, might as well start talking about Micah Richards and Shaun Wright-Phillips. City's academy has been a mess forever, they've been losing prospects forever because of the 'win now' mentality. Trippier and Mee needed to actually play for Burnley to develop. Same with Sancho, Diaz, Lavia, all those guys; they ain't gonna develop if they don't play. Foden got lucky that it was him that Pep fell in love with, and not say, Jayden Braaf.

    If City is found guilty, and I don't trust they will be even if they did break the FFP rules, I doubt they will be severely punished. They are too big a club with too much money. It won't be fair, especially after what Everton got, but that's how it is.

    Hopefull they get done for it, and get done hard, unlike UEFA, the EPL doesnt have a Statute of Limitation and will investigate anything, no matter how historical...
    Everton broke the rules, they should be punished, dont think anyone disputes that, but the Premier League need show some consistency and punish Man City and Chelsea.

    wont be a fine. even if a few charges stick, remember Evertons punishment has set the expectations if case is successful.If Everton's 10 point sticks for 1 charge, Man City's...well they might as well be sent down to Conference league. They really should have set a time limit (i have 0 idea about legal stuff) on how long Man C had to throw a defence together (cynical part of me says loopholes as they only won at Cas based on a technicality right?)

      FFP/PSR rules didn't exist when Abramovich bought Chelsea. They actually didn't exist when Abu Dhabi group bought City, even, they were brought in for the 2013/14 season. Should be noted that nowhere near all the charges are FFP/PSR based, there's stuff about Pep's contract (allegedly signed it a year before he left Bayern, hey look in that year City bought De Bruyne, Gundogan and Sane all from the Bundesliga where he was managing) and payments to Roberto Mancini that were always illegal, FFP or not.
      this kind of financial doping was something that people noticed late though, City and Chelsea were nothing new at that point, just bigger. Blackburn's Premier League title was fuelled by Jack Walker's millions, smashing transfer records for Shearer and Sutton. It was really post-PSG, when clubs like Anzhi Makhachkala and Malaga started spending a shitload of money that the powers that be started cracking down on it. As per, the big boys get away with it, the small frys doing the same get punished.

    On the consequences re: restructuring, I imagine EFL would simply refuse to admit them for a year in case the appeal is won. Then any burden would be purely on EPL, perhaps resulting in a 21 team season.

    All clubs will be the same, there is no way all these clubs can be spending millions upon millions every season and only charge fans and such peanuts at the gate to watch these entertainerswho are on millions of pounds also in wages every week, it does not add up. Someone is doing some good book keeping and brown envelopes. it is how this corrupt world works. Money talks, and it speaks many languages. Where's my money is the loudest advocate.

      Debatable and depends on the club.
      Arsenal just a few years ago still had the majority of their then ~£400m revenue coming from match days. They have ~45,000 season tickets at north of £1k each so that's ~£50m/season before even considering the 15k more expensive tickets or club level or membership fees (£30/year) or all the money those people spend on pies, beer & merch on a match day.
      It's pretty close for now.

Palace release their finances annually; £180m turnover, of which £141m was from broadcast revenue in 22/23. because Selhurst Park doesn't have the level of corporate ties that the Emirates does (naming rights, boxes etc), and because Selhurst Park holds less than half of what the Emirates does. Palace are heavily reliant on TV revenue, and honestly every club outside of European competition is.
      yeah, Crystal Palace get 78% of their annual revenue from TV money. Ain't that fucking terrifying.

    Everton supplied 3 years of paperwork.
    What would City' need to produce?
    5 times as much documentation maybe, That would equate to 15yrs worth give or take.

    I would rather bet on city taking the pl to court & punish them for their crimes & receive some millions for their inconvenience. With the amount of oil 💰 of Saudis, the FA won't even touch them & even the Pl & UK (who's current economic condition is not good) can't afford to lose all that oil💰.     I seriously doubt any effective actions will be taken over City's charges. If they did leave the league, then City will simply make a move for the Super League. I would say the same for any top 6 team in the league as they are untouchable with the specter of the Super League hanging over it like the Sword of Damocles.
