A committee is not required for HAL.... HAL is only responsible for the assembly line.. The technology that goes in is provided by DRDO, ADA, n other private sectors... In HAL all these components are put together... So HAL is not responsible for the delay in Tejas Mk 2 or AMCA Or TEDBF...

I have worked as jrf/sirf in DRDO lab in Delhi. It is a Biology lab and I can at least say in Biology labs there is absolutely no accountability for anything, scientists are just finding ways to get funds corers of Rs for projects and the outcome is zero.. when I first joined the organization I was super excited that I will do this and so that but by the end 3 years my whole excitement and zeal to do somethin was crushed.. even a chaprasi has the guts to refuse job to his boss as he knows being a govt employee he won't loose his job.. I have also worked with private MNCs and I know there you are constantly under pressure to deliver you have to regularly work extra and disturb work life balance but deliver the results and meet timelines or else it won't take a sec to kick you out of the job. You can't defend DRDO by saying that it's not given adequate facilities or funds, I beg to disagree, compare ISRO to DRDO, their budget is reduced, still they are still delivering successful technologically advanced missions at par with the best of the best. There is a saying in English "a bad workman blames his tools"..

Drdo guys are just sarkari officials working for a good salary nothing else. It was only Abdul Kalam Sir who brought new ideas so he made the ballistic missiles.

DRDO ki 52 lab hai aur har lab ko minimum 2000 cr per year ka budget miley toh hum tezi se bohat sari defence technologies ko india me develop kar sakte hain next 10 year's me

When govt has reduced the R&D fund to 0.65% of GDP from 0.8%, how can they expect path breaking results...They have not release the fund for AMCA and TEDBF, and then in the future blame will be given to DRDO that project got delayed😂😂😂...OFB is corporatized, and still no significant changes has observed, private companies are reluctant to take the SPV model of AMCA production, how can they invest in R&D which required long term effort and money, they only need foreign collaboration that also in manufacturing technology...

1) We need foriegn collaboration on various cutting edge technology and upcoming technology to stay in game to avoid that we left far behind in that like we did in jet engine.
2) 3rd point is to prevent India from lagging behind and start taking proactive initiative to stay ahead in this race, like making 6th and 7th gen fighter aircraft. Nice point by committee 👏. Much need overhaul.

5:42 , that haven't start to analyze the problem the commite is just being set up . They have mentioned 6 "main" points doesn't mean they are going to see that only , when there is a planning of major revamp then they will analyze everything , structural problem , lack of infrastructure, lack of efficiency everything then they will revamp this accordingly.
2ND YOU JUST TOLD TO CONSULT A PRIVATE AGENCY TO CONSULT AND ANALYZE THE PROBLEM OF DRDO , come on drdo is a highly sensitive department it can only be consulted by highly trusted government personnels because they will analyze each and every technology which have been built or are going to built with their expected date , they will go through critical highly confidential documents to analyze performance and everything regarding technology .
So you can't trust private players ( indian or foreign) in these matters .

Sabse pehle MoD se IAS lobby khatm karne ki zaroorat hai. MoD mein military aur civil dono chahiye. Defence Procurement, production related senior posts mein sirf military officers ho. Currently MoD mein military officers ki power kuch nahi. Saare decisions toh secretary level ke officers lete hai jahaan IAS baithe hai.
DRDO ko autonomy milni chahiye. Jahan Recruitment, doosre administrative works typical govt rules, process follow karne ki zaroorat na ho. Transperency, accountability ke liye ek expert panel ho jisme military, DRDO ke former senior officers ho.
Har project ki regular monitoring honi chahiye.
DRDO ko koi bhi project assign ho, wahan clients (army, airforce, navy) ki technical teams day1 se associated ho. Dono sides apne apne issues ko on site share karenge toh qualitative requirement ko le kar jitne bhi delay ya controversy hoti hai woh reduce ho jaayengi.

Advanced technology in production with Robotics, automation, AI, high end software, hardware, CNC machines etc needed to be provided in it's first place. Next committee must give it's report within a month. During this process, part of solution must be implemented. 3 step analysis. Present problems, solution with implementation during committee and post committee recommendation which must be fulfilled within 3 months time.
Har defence infrastructure should be scrutinized and optimized😮
हमारे देश के IIT & leading universities में defence related science/technologies के बॅचलर और मास्टर्स डिग्री के courses introduce करने चाहिये जो regularly स्नातकों को DRDO में भेज सकेंगे। इस कारण R&D को बढावा मिलेगा। import को कम से कम रखकर indigenisation जरूरी है.

I have little apprehension about your additional comments on DRDO. I believe the biggest issue with DRDO is these 50+ labs. Possible for you to vouch for drdo that these labs are not behaving like individual silos..???

I suggest to collaborate with private sector in critical technology especially high end engine technology. Reason DRDO as govt organisation can't employ outsiders esp. Retired Foreign national or competent expert. While pvt sector can do. What govt must do is to give incentives, tax benefits or give assured buying or contract or particular sum after acquiring or developing technology. PSU monopoly must end.
Kalyani, L&T now struggling to get order despite capacity and technology. So govt must ensuring adequate order for pvt sector existence or to keep domain expertise.
Regarding overhauling there are more civilian bureaucracy and otger supportive staff than engineers. Scientists. Experts in DRDO, BARC and many PSU. Trim civilian bureaucracy one tenth of its size. Will save money and obstruction
But America is now controlled by pentagons and companies like general electrics, Lockheed martine, apache etc. America have to involve in ear passively because of that to sell their products

DRPA employed only 500 most talented people as employee & see their results. DRDO employed 22500 employee & eating up the budget, with almost nil result. Both aircraft & tank project started on 1983 but still couldn't full fill armed forces requirements. Army ordered only 128 tank, why not more. Judge yourself. In jet engine we have buy from US because after 40 years of Research India making under power engine. This is actual reality of DRDO, wasting taxpayers money. Overall DRDO & make them accountable, select the employee on only merit basis. See ISRO's results, no comparison.

Fresh look at high level is good. We Indians are very good at passing the buck.
Some of the people in the committee already have good involvement with DRDO and can provide that input.

Can we not have private labs where the government has a minority stake? Why do all the DRDO labs need to be wholly Government funded and managed? The point regarding funding and infrastructure is very valid and we make too much of a virtue of shoestring budgets. I think the main problem is funding. The research budget as a percentage of Government spending in India is very inadequate as compared to Israel, China, South Korea, etc. Also, the professional management of research scope, timelines, and ROI is needed instead of bureaucrats creating unnecessary hurdles. At the end of the day, if the Government does not spend, it will never get the desired results. It makes me so angry that we do not even have a flying testbed and we have to run to Russia to test our engines. As they say, penny wise, pound foolish.

Btw indian government still haven't released funds for AMCA and TEDBF for more then 1 year. When delay happens the blame would be on DRDO though. Glad that our government is helping foreign companies to exports their foreign weapons to india!!

Drdo is under performing with 60% -70%of components including engines is being imported and assembled even after 60 years of existence. Nepotism and violation of rules is a prominent fact of the organization
What rationalisation of funds do you expect when you have DRDO having a budget of 2.9 billion USD but has 25k to 30k employees as compared to DARPA with budget of 3.8 billion USD and has 500 employees

If Darpa have only 500 employees they can't do anything. Development is not a simple thing Even for making a movie there so much of man power and hard work and money require it is only to show on screen 2 hrs or 3 hrs. Then you imagine for reality.
