She was actually animated by the same person who did the plaque! Dan Peacock! They posted about it on their Twitter, but be warned if you do look, their art is mainly focused on horror :)
Dan Peacock does all of the photorealistic gross characters. He also did concept art for the forest demon from season 1, although I think someone else did the claymation.

I was kind of disappointed that Joel Haver wasn’t really given any funny dialogue. He’s a super funny dude and his character pretty much played things straight most of the episode. If he cameos again I hope it’s in a role where he can flex his comedic timing/delivery.
To be fair Joel plays most of his characters (at least the animated ones I've seen) straight and the comedy comes from the absurd situation or setting that the character is in.
That's exactly the joke. He is a completely straight character compared to his brother who's insane character. So having this normal construction worked who struggles with pain killer addiction and wacky brother who makes homunculus is funny.
You should actually explain it then so people dont look it up. It was basically something conspiracy where people raided random pizza places, then one person actually found a weird dungeon under a pizza shop with kids chained up and there were other happenings in the area with that, which turned out to be a big mindfuck.

Kirbopher did some cleanup work on the final shot of Charlie and Pim in Brother’s Egg as well if I remember correctly
